What is a Low Tier City?

Low Tier City is a series of tournaments held in Texas by Tourney Locator. Its first iteration hosted only a Project M tournament, but it has since expanded to include Melee starting at Low Tier City 2, Wii U at Low Tier City 3, and 64 at Low Tier City 5.
